This is one of four interrelated action agenda papers resulting from the National Summit on Public Health Legal Preparedness convened in June 2007 by the Centers for Disease Control and Prevention and nineteen multi-disciplinary partner organizations. Each of the action agenda papers deals with one of the four core elements of public health legal preparedness: laws and legal authorities; competency in using those laws; coordination of law-based public health actions; and information. Options presented in this paper are for consideration by (...) policymakers and practitioners — in all jurisdictions and all relevant sectors and disciplines — with responsibilities for all-hazards emergency preparedness.This paper focuses on the fourth core element: information that can be used in shaping and applying law as a public health tool, specifically in the context of public health emergencies. Is Perception a form of judgment? The importance of this question is that it brings to the fore a crucial issue for modern perceptionempiricism. If perception is not a form ofjudgment, it is possible o t maintain, though still with considerable difficulty, that the senses acquaint us directly with the physical world and that a metaphysical account of reality can be excluded without undermining what the ordinary layman and the scientist alike claim to know. Judgment can then be discussed from (...) the linguistic standpoint without raising any serious ontological questions. If, on the other hand, perception is judgment, or if in perceiving we inevitably go beyond that which is presented to the senses, then metaphysics is unavoidable unless we are prepared to abandon the hope of knowing anything at all. In a recent article entitled “Tensed Sentences and Free Repeatability” (The Philosophical Review,” 1973), Stephen E. Braude puts forward the following argument: (a) Nonsimultaneous replicas of tensed sentences have the same sense; (b) therefore, tensed sentences are not translatable into tenseless sentences. I point out that the plausibility of (a) depends on which theory of meaning is true. If the rules of use theory of meaning is true, then (a) is true, but if either the content or reference theory of (...) meaning is true, (a) is questionable. I also point out that some philosophers, such as Nelson Goodman and W. V. O. Quine, who deny (b) in order to make philosophical claims about the status of temporal becoming and perspicuous languages, do not state whether the equivalence of tensed and tenseless sentences is an equivalence of rules of use, content, or reference. Braude has shown that a rules of use version of (b) is true, but not that a content or reference version of (b) is true. (shrink)

O primeiro e menos contencioso assinala que o ato de crer, analogamente às ações morais, responde a um tipo de normatividade, não necessariamente moral. Por exemplo, as normas para o ato de crer podem ser puramente epistêmicas. Nesse caso, essas normas diriam respeito a como o agente deve visar ou buscar a verdade. O segundo modo como o debate da ética da crença (...) se relaciona com a ética diz respeito à fundamentação das normas para crer. A ideia é que a adoção dessas normas se fundamenta com base em razões morais e sociais. Por fim, o modo mais substancial consiste em sustentar que o ato de crer, ao menos em alguns casos, é em parte um fenômeno essencialmente moral e que, portanto, razões morais incidem diretamente sobre a legitimidade da crença. Ever since Clifford Geertz urged the “blurring of genres” in the social sciences, many scholars have considered the crossing of disciplinary boundaries a healthy alternative to rigidly maintaining them. But what precisely does the metaphor of “blurring” imply? By unpacking the varieties of visual experiences that are normally grouped under this rubric, this essay seeks to provide some precision to our understanding of the implications of fuzziness. It extrapolates from the blurring caused by differential focal distances, velocities of objects (...) in the visual field, and competing perspectival vantage points to comparable effects in the intersection of different scholarly disciplines. Arguing against the holistic implications of Geertz's metaphor, as well as the even more totalizing concept of “consilience” introduced by E. O. Wilson, it suggests that blurring implies new types of complexity between or among those disciplines. (shrink)

Philosophers, anthropologists and biologists have long puzzled over the question of human nature. It is also a question that Kant thought about deeply and returned to in many of his writings. In this lucid and wide-ranging introduction to Kant’s philosophy of human nature - which is essential for understanding his thought as a whole - Patrick R. Frierson assesses Kant’s theories and examines his critics. He begins by explaining how Kant articulates three ways of addressing the question ‘what is the (...) human being?’: the transcendental, the empirical, and the pragmatic. He then considers some of the great theorists of human nature who wrestle with Kant’s views, such as Hegel, Marx, Darwin, Nietzsche, and Freud; contemporary thinkers such as E.O.Wilson and Daniel Dennett, who have sought biological explanations of human nature; Thomas Kuhn, Michel Foucault, and Clifford Geertz, who emphasize the diversity of human beings in different times and places; and existentialist philosophers such as Sartre and Heidegger. He argues that whilst these approaches challenge and enrich Kant’s views in significant ways, all suffer from serious weaknesses that Kant’s anthropology can address. Taking a core insight of Kant’s - that human beings are fundamentally free but finite - he argues that it is the existentialists, particularly Sartre, who are the most direct heirs of his transcendental anthropology. The final part of the book is an extremely helpful overview of the work of contemporary philosophers, particularly Christine Korsgaard and Jürgen Habermas. Patrick R. Frierson explains how these philosophers engage with questions of naturalism, historicism, and existentialism while developing Kantian conceptions of the human being. Including chapter summaries and annotated further reading, What is the Human Being? is an outstanding introduction to some fundamental aspects of Kant’s thought and a judicious assessment of leading theories of human nature. J. M. E. McTaggart famously divided time into two time series, which he entitled A-series and B-series. Although he was proponent of neither of them, his division initiated a discussion as to which of the series is prior or real. This paper follows Clifford Williams’s claim that these series are not as distant as their proponents argue they are. It demonstrates their translatability in the case of examples from temporal logic and natural language. It argues that, if there are (...) any deep-rooted differences between these two series, they are only metaphysical. These metaphysical differences could be overcome by focusing on logic or natural language. These two series of time are also used in computer science and in the development of Artificial Intelligence. However, no attempt at unifying them has been suggested in these fields of study. J. M. V článku je demonstrována jejich přeložitelnost na příkladech z temporální logiky a přirozeného jazyka. Článek dále tvrdí, že jestliže je zde nějaký hluboce zakořeněný rozdíl mezi těmito dvěma sériemi, pak je pouze metafyzický. Tyto metafyzické rozdíly mohou být překonány, zaměříme-li se na logiku a přirozený jazyk. Pp. 328. 7s. 6d. ublished in 1933 and never reprinted, The Coming Back is Constance Malleson’s first novel. She had been publishing shorter fiction as well as articles since (...) 1919.1 Her lover, Bertrand Russell, had encouraged her writing career, assisting with the placement of her first short story in The English Review.2 He thought a writing career preferable to acting. Using the stage name “Colette O’Niel”, she had a successful career on the stage.3 The novel is a fictional account of the love affair between Russell and Colette.They appear as Gregory del Orellano and Konradin Waring. It was not, however, recognized as a roman à clef when it was published, as their affair was not known by anyone except their closest friends and family members. John Slater recognized it for what it was.4 Three of the four Russell biographers mention the novel.5 Presumably all three relied on Slater’s article. Ronald Clark quotes one sentence from the novel, a summation of Gregory’s character by one of the other characters who shared the view of many. Gregory was seen as “a man exhausting other men by his intellect; exhausting women by his intensity; wearing out his friends, sucking them dry, passing from person to person, never giving any real happiness—or finding any” (Coming Back, p. 307; Clark, p. 583). Only Ray Monk undertakes a detailed description of the novel, even naming the last chapter of The Spirit of Solitude, “The Coming Back”. He identifies, as did Slater, several other characters with their real life counterparts: Ottoline Morrell is Magdalena de Santa Segunda; T. C. Maynard is T. S. Eliot; Jevons is Clifford Allen; Marcus Beazley is Maurice Elvey; Gertrude West is Dora Black. He quotes the sentence that Clark had used earlier (Monk 1: 607). Monk writes that “Russell claimed never to have read The Coming Back (or any of Colette’s other books). Perhaps he knew it would make painful reading” (1: 608). Monk provides no source for this judgment, and in fact it is untrue. Although The Coming Back is not specifically discussed in their correspondence, her other three books are.6 My reading of the novel is coloured by an attempt to identify what is true in the novel. My knowledge of the truth is based on editing their correspondence.The novel is a fascinating portrait of the Russell and Colette relationship, far more revealing to those in the know than her autobiographies, where libel concerns were always at the forefront. Her first autobiography, AfterTenYears, had been published two years earlier, in 1931, to great acclaim. The Coming Back’s dust-jacket reads: Here is the first novel from the author of that vivid and successful autobiography, After Ten Years. And as might be expected, it shows the same vitality, integrity, and the same passion for beauty as the earlier work. Constance Malleson presents a portrait of a young girl of our times, and of her stand for freedom, through all its stages from selfishness to a fine renunciation. O'Brien, Roderick When we held the Woods Centenary Seminar in 1989, the local Naracoorte Herald gave us excellent publicity. I recall sitting with the editor, Richard Peake, as he was briefed by the great Sr Margaret Press, assisted by Fr Kevin Horsell, the parish priest of Bordertown who brought his scientific background, and by me. The editor asked the question: 'If Mary MacKillop is to be canonised, why not Woods?'.

The analysis of historical literature allows to consider profoundly the development of national culture and science of the 18th-first half of the 20th centuries and the formation and change of different historical concepts. With the analysis of historical periods that are highlighted in the research, general trends in the changing of paradigms about Russian historical development were concluded, which were translated to mass historical consciousness from the beginning of the 18th century up to 1917. The periods were closely connected with (...) the specific political, historical and economic changes in Russian Empire and with the dominance of certain textbooks during this time. The books were selected because of a number of factors: their inclusion to the school curriculum, the number of publications, the equal number of textbooks devoted to different historical periods. For the analysis were used 19 textbooks, schoolbooks for different courses of secondary schools and primary schools. All the sources of educational literature were grouped into two concepts - officially-state and the liberal. Each publication was highlighted the dominant concept as a base for the whole textbook. There is also a characteristic of the concepts that are presented chronologically. The analysis represents school history books as an important source for the formation of state policy in the representing of Russian history, and, that is more important, for creation of the concept of the state of Russian history. The work is carried out in line with the Russian dialectology of the German language. Its relevance comes from the fact that it is devoted to one of the territorial forms of German, which was never before linguistically studied. The authors of the paper conducted the field work in the territory of Novosibirsk region and collected data that allow analyzing the language situation of the Germans residing there. In the proposed article, the first results of this analysis are presented, which (...) give an idea of the main social and linguistic characteristics of the native forms of the German language in Novosibirsk region. In particular, the main components of the linguistic situation of the ethnoterritorial community under consideration are identified, the communicative power of each component is described, and the dialect identification of the native forms of the German language in the surveyed region is carried out. When modeling the language situation of the Germans of Novosibirsk region, the phenomena caused by interlingual contacting are emphasized. The authors show that on the territory of Novosibirsk region there are German idioms long staying outside the main continuum of German language and representing unique language formations. These language formations show signs of West Central German, and also includes phenomena caused by language interference. The simulated language situation is characterized as unbalanced - the demographic and communicative capacities of German dialects in the region under consideration are much lower than those of languages with majority status. It is noted that the demographic and communicative capacities of the described territorial forms of German language are in the process of a rapid decline. (shrink)

So my keen interest in this book and its topic is more than just theological [End Page 209] curiosity. It includes personal and emotional dimensions, as I'm sure it will for many readers.This book is an attempt to understand modern adoptive practices from a primarily Christian/Catholic perspective, with helpful allusions to the beliefs and practices of the other Abrahamic faiths. Overall, I believe the book succeeds in presenting a solid theological foundation for adoption in general and, more specifically, for its current mainstream manifestation in the developed world. The author doesn't shy away from the various controversies related to adoption—like assisted reproduction, LGBTQ adoption, embryo adoption—and he takes on other authors who make claims about adoption that he believes distract or obscure the central purpose of adoption, which is to provide a child a "needed place of belonging" within the network of loving relationships that is the ideal of the family (38).My reservations about the book are two. The first has to do with the inconsistent tone of the book, which tends to swing, abruptly at times, from a theological and analytical tone to one that feels more popular and homiletic—even to the point of being maudlin. As stated earlier, I have high regard for most of the analytical sections and find the overarching thesis convincing. Generally, in these sections, the method begins with the lived experience of adoptees and their parents and works through scripture, tradition, and critical reflection to arrive at a reasonable conclusion. However, occasionally the book drifts into uncritical and merely emotive territory, and this is especially the case in the sections called "interludes," where the author presents letters to adoptees from their parents reprinted from the Christian Century magazine. These seem out of place and even distracting. Of even greater concern is the concluding chapter, where the author should be summarizing and highlighting the strengths of his thesis. Instead he chose to draw homiletic lessons from Anne of Green Gables (110).My second reservation is not so much a critique of this book but of the state of contemporary Catholic sexual ethics, which forms a backdrop for the entire book. The book accurately reflects a mainstream position in Catholic sexual ethics, which abandoned a narrow focus on procreation decades ago in favor of one highlighting the unitive and relational aspects of human intimacy. This move away from a strictly deontological framework stressing the duty to procreate and toward a teleological ethic stressing the need to model human relationships after divine ones has been celebrated for good reasons, but it has not come without costs. Like all teleological ideals, this sexual ethic is attractive to purveyors of high philosophy but tends to be thoroughly abstract and almost entirely incapable of offering concrete, practical guidance. Because it is so abstract, its application to specific moral issues can seem arbitrary and at the whim of the author. Such is the case in this book, for instance, when this teleological ideal is wielded to shed doubt on LGBTQ adoption. It is particularly telling [End Page 210] that the author neglects to consult lived experience in this section, ignoring the mountains of evidence readily available that LGBTQ families can be just as loving and nurturing as those of traditional families. El debate del siglo XIX acerca del solapamiento o no entre el reino animal y el de las máquinas se ha transformado, en el siglo XXI, en una controversia sobre el solapamiento o no entre la inteligencia humana y la inteligencia artificial. Si diferenciamos los tres dominios (el animal, el humano, el de las máquinas), y dejando al margen la cuestión de sus posibles solapamientos, podríamos preguntarnos: ¿cómo conocen los humanos? ¿conocen los animales? ¿conocen las máquinas? El interrogante que en (...) la actualidad suscita un mayor interés es este último, que suele adoptar la forma siguiente: ¿pueden conocer las máquinas como lo hacen los humanos?Defenderé que las máquinas no comparten con los humanos ninguna de las cuatro características arriba mencionadas (conciencia, libertad, normatividad, responsabilidad), si bien pueden simularlas. Los animales, por su parte, hasta donde tenemos conocimiento, sólo comparten parcialmente el primero de los aspectos señalados. Understanding Ukrainian sacred art is impossible without understanding how ancient Ukrainians felt space and time, transformed and materialized this understanding in signs, the most ancient among which is the circle, square and cross. These symbols are universal spatial and temporal signs that play the role of archetypes and have deep pre-Christian roots and origins. Their original, cosmological essence of the understanding of nature, the desire to convey the divine essence through comprehension of space and time converges the sacred art of (...) the Christian, Hindu and Islamic worlds. The time of the economic crisis, the prolonged collisions between the opposition and the main branches of power, the permanent election process, and the general instability of society, characteristic to modern Ukraine, give birth to the state of emotional and psychological stress - from sorrow, despair, and a sense of hopelessness to complete eclecticism of public opinion and opposition, even within one family.

Context: With their response to questions concerning the reality of PR, the realistic and the constructivist paradigms either fall into epistemological traps or do not even tackle some of the relevant questions. Problem: An epistemological approach to the reality of PR must particularly answer three questions. Firstly, there is the question of how or why PR descriptions fail. If PR as a communication of self-description is attributed a considerable trustworthiness disadvantage compared to journalistic external descriptions, for example, this implies a (...) second question: How does PR however manage to make people (occasionally) believe in its descriptions? Finally, PR stage-manages events and messages and thus publishes fictions. This leads to the third question: How can these observations of trends such as fictionalization be explained in a plausible manner? Method: Answers provided by the realistic, constructivist and non-dualistic perspectives to these central questions are identified in order to elaborate on specific problems and advantages of the perspective. Results: The trustworthiness of PR characterizations may be used to explain, from a non-dualistic perspective with regard to PR reality, why PR fails or how it may be successful. Additionally, developments such as fictionalization and theatricalization may be described more unambiguously. Implications: New answers from the non-dualistic perspective to old questions of PR research reveal that a non-dualistic project is adaptable and could work with numerous findings of PR research, even though a slight re-interpretation would surely be necessary in parts.
